A study of the factors affecting the implementation of the Exemptions policy in Ghana.

The study yielded a number of findings. First, directives and guidelines guiding implementation of exemptions were unclear. This resulted in wide regional, district and facility variations in the interpretation of the policy and in the structures, procedures and mechanisms put in place for its implementation of exemptions.
